The “de minimis” exemption allows Chinese e-commerce companies Shein and Temu to deliver hundreds of millions of packages of cheap clothing without tariffs or inspections. [There have been] eight textile plant closures since September, a figure backed up by the National Council of Textile Organizations* (NCTO), a top trade group for the industry. While textile manufacturing has been in decline in America for five decades, the supply chain still supported over 500,000 U.S. workers in 2022, according to NCTO figures.
