U.S. de minimis elimination upheld by trade court

The U.S. Court of International Trade has upheld the Trump administration’s elimination of the de minimis exemption, which had allowed imports valued at less than $800 to enter the country duty- and tax-free. The three-judge panel ruled that the president had authority under the International Emergency Economic Powers Act to rescind the exemption, dealing a setback to importers seeking to restore the provision.
